This capability means that AI agents will significantly influence how individuals make decisions—whether it’s how to vote on a ballot measure, which organizations deserve support, or how to respond to government notifications.

By mediating the interaction between individuals and governing institutions, personal AI agents can reshape the very fabric of our civic engagement. However, this enhanced functionality raises important questions about autonomy, ethics, and the nature of informed decision-making.

As we witnessed with social media, algorithms that prioritize engagement over understanding can yield unexpected consequences. Social platforms, lacking an explicit political agenda, have demonstrated the power to polarize and radicalize communities. Zooming out to the collective scale reveals another layer of complexity. Individual AI agents and humans may soon coexist in the same forums, making it increasingly difficult to distinguish between the two. Even if each AI agent is well-designed to align with its user’s best interests, the aggregate interactions of millions of agents might lead to emergent outcomes that contradict any single user’s intent.

Research has proven that agents displaying no identifiable bias can still foster collective biases at a grand scale. Furthermore, consider a public sphere increasingly filled with personalized AI agents tailored to their users’ perspectives: rather than a vibrant democratic space for shared deliberation, it risks devolving into a collection of isolated worlds, each disconnected from the others.

Transformations in Citizenship and Civic Engagement

The converging transformations in how we know, act, and participate in collective governance signal a fundamental change in the nature of citizenship. Soon, citizens might rely on AI filters to shape their political views, utilize AI agents for civic agency, and engage in public discourse that is fundamentally influenced by an army of AI interlocutors.

Today’s democratic structures were designed for a world where power dynamics were transparent, information flowed at a manageable pace, and reality felt more communal, even if imperfectly so. The advent of generative AI has exacerbated existing frictions, necessitating a proactive approach to reshape our engagement with technology.

Ensuring Truthfulness in AI Outputs

To prepare for this shifting landscape, AI companies must heighten their efforts to ensure the accuracy and truthfulness of models’ outputs. Interestingly, some research suggests that AI can actually help combat polarization. A recent study evaluating AI-generated fact-checks underscored that people across the political spectrum found AI-written notes to be more helpful than those produced by humans. Though awaiting peer review, these findings hint at the potential for AI-assisted fact-checking to achieve a level of cross-partisan credibility that’s often elusive for human efforts.

Greater transparency about how AI models generate assertions and how they prioritize sources can foster increased public trust, a critical ingredient in any democratic society.

Faithful Representation of User Preferences

On the agentic layer, the challenge lies in evaluating AI agents’ ability to authentically represent their users. An ideal AI agent needs to be devoid of its own agenda, honestly reflecting its user’s views, which is a complex requirement, especially when users may lack clearly defined preferences.

However, pursuing faithful representation cannot inadvertently condone motivated reasoning. An AI agent that filters out uncomfortable information, shields its user from challenging their beliefs, or fails to adapt to changes in outlook does not genuinely serve its user’s best interests.


In the emerging landscape shaped by AI, the intricate relationships between knowledge, action, and collective engagement are evolving rapidly. Awareness and proactive measures will be essential in navigating this brave new world.
