The United Nations (UN) has recognized this need and recently initiated the formation of an independent panel to oversee the future development of AI. This step reflects a broader consensus that a global approach is necessary for AI governance. However, it also underscores the complexity of regulating a technology that rapidly transcends borders and spheres of influence.
One significant challenge is the U.S. stance against the UN panel, which it views as “significant overreach.” As the foremost player in AI development, the U.S. expresses caution toward potential international regulations. On the other hand, the UN frames this initiative as essential for global coordination, given that AI impacts everyone, irrespective of geographic boundaries. Furthermore, AI tools can facilitate the spread of extremist ideologies by making online incitement easier and more personalized, a reality that has alarmed civil leaders.
Figures like Mohammad bin Abdulkarim Al-Issa, head of the Muslim World League, caution that AI could easily manipulate ideologies, influencing billions with potentially radical content. This concern is echoed by religious leaders such as the Pope, who stress that AI technologies must not compromise human dignity nor reduce individuals to mere data points.

The fears surrounding AI underscore legitimate anxieties about the capability of unregulated technologies to fracture societies. This is where the UN can play a critical role. Historically, the UN has relied on its symbolic authority to articulate shared objectives aimed at enhancing people’s lives. For instance, the UN’s 1948 Universal Declaration of Human Rights laid the groundwork for contemporary human rights laws, effectively reshaping the expectations that societies place on their governments.
Global cooperation might be achievable—this was illustrated by the eradication of smallpox, a public health initiative that transcended geopolitical boundaries through shared objectives. For AI, the pressing question is whether the international community can afford a fragmented governance model solely dictated by market forces and personal interests, leading to a lack of common ground that could endanger society as a whole.
While AI’s potential is undeniably transformative, the absence of comprehensive governance could lead to dire consequences. The UN’s involvement may become crucial in averting possible calamities stemming from unregulated AI, shaping a future where these powerful technologies can be harnessed ethically and equitably.
